Fulton County seeks partners to move families from housing crisis to stability

Fulton County, Georgia – For Fulton County organizations working on the front edge of homelessness, the clock is about to start ticking.

Fulton County has opened the path for proposals under its HOME American Rescue Plan Supportive Services Program, a funding opportunity aimed at keeping people housed and helping those already experiencing homelessness move closer to stability.

The Department of Community Development released the application process on Wednesday, June 24, 2026, with proposal materials available through BidNet Direct and the Fulton County Purchasing Department Bid page.

At the center of the effort is $2,344,029 in HOME ARP funding from the U.S. Department of Housing and Urban Development. The money is not meant to sit quietly in a budget line. It is intended for services that meet people at fragile moments: when rent, income, health, transportation, safety, or paperwork can become the difference between a door key and a shelter bed.

The county says the funding may be used for eligible McKinney-Vento supportive services and Homeless Prevention Services. That includes work designed to prevent homelessness, as well as assistance for individuals and families already experiencing homelessness who need help accessing housing through financial support. Eligible service areas include Fulton County communities outside the City of Atlanta.

The proposal window also comes with a firm calendar. The RFP was issued Wednesday, June 24. A virtual pre-proposal conference and technical assistance workshop is scheduled for 11 a.m. EST on Thursday, July 9, with Zoom meeting details provided to those who register. Questions and requests for clarification must be submitted by 2 p.m. EST on Thursday, July 16.

The most important date arrives one week later. Responses must be submitted online through BidNet no later than Thursday, July 23, 2026, at 11 a.m. Fulton County made clear that no proposals will be accepted after that deadline. Tentative oral interviews or presentations are planned for Thursday, July 30, and the Board of Commissioners is expected to consider the matter on Wednesday, September 16.

Applicants will also need to meet federal and local requirements. Proposals must comply with HOME ARP Notice CPD 21-10, applicable sections of 24 CFR Part 92, 2 CFR Part 200, and Fulton County contract requirements.

For service providers, the opportunity is both administrative and deeply human. Behind the forms, deadlines, and compliance language is a simple goal: move federal rescue funding into programs that can help Fulton County residents stay housed, regain housing, and avoid the long spiral that often begins when one crisis becomes too many.
